Home is the Foundation

There's a moment that happens almost every time a WAYS for Life member walks into their own apartment for the first time. They open the refrigerator. It isn't stocked full, though they do receive a welcome basket with cleaning supplies, toiletries, and household items to help them get started. What stops them is simpler than that. The fridge is clean, it's theirs, and no one has to give them permission to open it. For many members, that's new. In their past, refrigerators were often empty, dirty, or full of spoiled food, and for those who grew up in foster care, it could mean something even harder. It was a daily reminder that they were guests and not family, that they had to ask before they could eat, that they weren't there by choice. At Capernaum Place and in their own apartments, that changes. The fridge is theirs to open anytime, with real support to fill it, from the WAYS food pantry to other community resources. It's a small thing that carries enormous weight. For the first time, many of our members get to just be.

That moment is why housing sits at the center of everything WAYS for Life does. Housing is the foundation. Wraparound is the strategy. Independence is the outcome. And nowhere is that more visible right now than at Capernaum Place, built and supported by one of our housing partners, Wings of Grace Ministries. This past month they celebrated the opening of Capernaum Place with a ribbon cutting.

Why Housing is Foundational

Before a young person can focus on a GED, a job, or their mental health, they need somewhere safe to sleep that isn't a car, a couch, or the woods. Without stable housing, everything else stalls. Survival mode takes over, and the body and brain simply cannot hold onto new skills, new routines, or new hope while they're focused on getting through the night.

After 10 years of representing youth aging out of foster care, attorney Pamela Bress observed that many of the youth became homeless at 18 and got involved in crime out of desperation. These young adults had a much smaller chance of realizing their potential without stable housing coupled with wraparound services to help them thrive. Housing became the entry point, not the finish line, and wraparound support became the strategy to help youth create better ways for life.

Filling a Gap Nobody Else Was Filling

For years, youth homelessness has been an invisible problem because they bounce from place to place and stay under the radar of systems built to protect them.

WAYS for Life changed that. Through the Foster Youth to Independence (FYI) voucher program and years of walking members through the housing process personally, we became the only organization in Brevard focused specifically on youth housing. That work put us at the table with the Brevard Homeless Coalition, helped bring youth homelessness into the county's broader conversation, and pushed for changes at the state level so more young people can access the support.

None of that happened because a program existed and we simply used it. It happened because our members needed something the system wasn't providing, so we built the partnerships, made the calls, and prepared the paperwork to obtain the FYI vouchers and secured the housing support to meet their needs.

Capernaum Place: A Home for the Members Who Fall Through the Cracks

Capernaum Place began as an empty lot and a conversation about what could go there instead. Built and supported by Wing of Grace Ministries, it's today one of our most important housing partnerships, and its recent ribbon cutting marked more than a building opening. It marked a solution to a problem that had no good answer before.

Here's the piece that makes Capernaum so significant. Many of the young people who need housing the most don't qualify for the FYI voucher, because that program requires documented foster care involvement. Some of our members experienced the exact same instability and homelessness as their peers in foster care, without ever entering the system. Under the old rules, that meant no voucher and, often, no path to housing at all.

That gap was closed through Project Based Vouchers (PBV), a HUD program administered locally by the Housing Authority of Brevard County. Unlike FYI vouchers, which travel with a person, PBVs are attached to the housing units themselves, in this case, the units at Capernaum Place. That distinction opened the door for members who had been falling through the cracks. Young people without a foster care record, but with every bit of the same need. For many of them, Capernaum Place isn't just an apartment. It's the first stable, safe home they've ever had.

What Stability Actually Looks Like

Many of the members who've moved into Capernaum Place are also navigating disabilities. One had been homeless since the age of 12. These aren't circumstances that resolve because someone hands over a set of keys. They resolve because the housing comes with support built around it. With a housing manager on site, connections to mental health care, financial coaching, and consistent check-ins that continue long after move-in day they can begin to feel safe knowing someone has their back.

That's the wraparound piece at work. The apartment provides safety. The ongoing support is what turns safety into stability, and stability into independence. Members who once slept on the floor when they first arrived at their apartment because a bed felt unfamiliar are, months later, holding down jobs, managing their own checking accounts, going to college, and complying with their leases.

A Partnership Built on Shared Belief

Capernaum Place exists because WAYS for Life, Wings of Grace Ministries, and the Housing Authority of Brevard County sat down at the same table to solve the problem of youth homelessness. They are part of a growing network of housing partners across Brevard, all working with the same conviction that no young person should age out of foster care or be unaccompanied without a stable home and wraparound services to help them thrive.

WAYS for Life didn't wait for someone else to solve the problem of youth homelessness. We became the catalyst, and places like Capernaum Place are proof of what happens when a community comes together to build pathways for youth to create better ways for life.
